POSITION TITLE:  Chief AV Engineer/Manager

EXPERIENCE SUBSTITUTION FOR EDUCATION: 4 years of relevant experience

DUTIES:

The AV Chief Engineer shall have experience in AV systems design, installation, operation and maintenance with supervisory responsibilities in the position of an AV project leader or equivalent. This shall include a thorough understanding of audio and video technology and system design, operating and maintaining computerized AV control systems, including a background in presentation technology and production. This key technical person shall have the following skills, abilities and competencies:

• Review engineering schematics (structural, electrical, HVAC, video, audio and control Systems); identify infrastructure, connectivity, and functionality for existing and future facilities; and review proposals and prepare written recommendations. 
• Continuously test, calibrate, and maintain equipment and systems for maximum performance; identify repair requirements in writing to COR; and execute minor equipment repairs and system upgrades with the approval of the COR.
• Provide services for sound reinforcement, setup and configuration of computer presentations and lighting for video productions.
• Maintain an accurate inventory of AV equipment and identify condition of AV equipment with an annual review with the Government COR
• Provide customer service and technical assistance to event planners, presenters, and Government multimedia staff and provide presenters instructions on how to use presentation systems. 
• Maintain a real-time computer help desk for conferees accessing the Local Area Network (LAN) and presentation software; investigate and find solutions with presenters' computer displays on the spur of the moment and in collaboration with the NIH Help Desktop support; communicate effectively with non-technical staff, i.e., conference staff, lecturers, meeting planners, and facilitators regarding the use and capabilities of AV systems in all NIH facilities; and ensure all equipment required in support of an event is tested prior to said event and is functioning optimally
• Verify requirements and record all additions and changes to the requirements in the WO before and after the event.
• Provide services for sound reinforcement, setup and configuration of computers and computer presentations, VTC, conference calls, and audio recording and coordinate connectivity between TOC, CIT, and Government video production staff
• Review and recommend facility upgrades and renovations,
• Assist in the scheduling, operation, maintenance, and inventory of AV equipment installed in state-of-the-art conference facilities; ensure all AV equipment and meeting rooms are in proper operating condition before the start of each event; and provide pre- planning meeting
• Manage the staff of AV Technicians and train the staff in all aspects of AV systems, equipment operation, and maintenance as well as virtual and hybrid meetings.
• Interpret and advise on blueprints, AV system drawings, and specifications for all aspects of AV communication facilities.

ABILITIES/SKILLS/KNOWLEDGE REQUIRED BY THE POSITION:

• Experience with supervisory responsibilities as an AV site project leader and demonstrated ability and skill to train AV specialists in all aspects of AV systems and equipment operation and maintenance and virtual and hybrid meetings
• Ability to train AV Specialists in all aspects of AV systems and equipment operation and maintenance.
• Ability to communicate effectively with non-technical staff, e., conference specialists, lecturers, and meeting facilitators on use/capabilities of AV systems
• Ability to manage installation and maintenance of complex AV systems similar to the size of the Natcher Conference Center systems.
• Interpret blueprints, CAD drawings, AV systems drawings and specifications for av communication facilities.
• Demonstrate continuing education of digital and IP AV systems.
• Must be familiar with IT networks, including security protocols, IP addresses, switchers, routers and setting up network on LAN.
• Configure various computers (PC and Apple) and models to interface with the display equipment, television production equipment and LAN.
• Able to investigate and find solutions with presenters’ computer displays an the spur of the moment and in collaboration with the NIH Desktop support.
• Understands and communicates current UHD/HD broadcast video production standards.
• Understands different hybrid video conferencing technology.

• Shall possess any certification from the Society of broadcast Engineers and/or the AVIXA Certified Technology Specialist – Installation (CTS-I) certification. A qualified candidate, who does not currently possess one of the acceptable certifications, shall complete the certification within six (12) months of award/employment.
• Proven record of ongoing manufacturers' training by major AV equipment manufacturers
• Must be familiar with computer networks; including, but not limited to, setting up and communicating computer network on LAN.
• Ability to configure various computers (PC and Apple) and models to interface with projection equipment, television production equipment and LAN.
• Experience in AV systems design, integration, operation, and maintenance
• Must understand control systems, video transmission modes, satellite, fiber, CCTV, video conferencing, webcasting, video production and editing, computer presentation technology, network and LAN

A bachelors’ degree in a related technical field may substitute for up to four (4) years of experience.

SUPERVISORY CONTROLS: Reports to Project Manager and coordinates with the Project Manager for Events Management; supervises AV Support, Multimedia Technical Support, Television Operation Center, and Editing and Video Services Teams
